One map for the agency and the public
City and county staff coordinate permitting, public works, planning, and code enforcement across departments that each keep their own parcels, spreadsheets, and PDF maps that never reconcile. Smart Site Plan gives every department one browser map built on parcels, zoning, and Census TIGER, with field forms for inspections and public share links residents open without a login.

Real Government work over Brevard, NC, captured in the product
The old way
Permitting lives in one portal, the parcel layer in a GIS viewer only the GIS analyst can open, code complaints in a 311 spreadsheet, and the public gets a flattened PDF map that is out of date the day it is posted. A single zoning question bounces between three departments and a public records request before anyone can answer it.
With Smart Site Plan
Run permitting, public works, and the public map in one place
The data, already on the map
Drawn from 20 million open datasets, one click each. No agency portal hunting, no format wrangling.
Workflows
How Government work gets done
End to end, in the browser, on one map.
Permit and zoning review at the counter
- 1. Property data
Look up the applicant's parcel for ownership, lot dimensions, valuation, and tax to start the file complete.
- 2. Open Data
Add parcels, zoning districts, FEMA NFHL flood zones, and easements scoped to the property view.
- 3. Measure
Check setbacks, frontage, and lot coverage against the zoning standard without a paper scale.
- 4. Share
Send planning and public works a view-only link to the parcel so the review clears departments on one map, not over email.
Code enforcement and 311 case handling
- 1. Forms
Log the complaint or violation on a custom form from a phone, filling offline and submitting when signal returns.
- 2. Photos
Pin geotagged photos of the violation to the exact address so the case file maps to the ground.
- 3. Alerts
Set an alert on a problem corridor so new activity inside the boundary notifies the officer.
- 4. Share
Send the resident and the property owner a link to the documented case on the map.
Capital project and public transparency map
- 1. Import
Bring the engineer's project shapefile or DXF in, reprojected from State Plane to WGS84 on the way.
- 2. Style
Color the project phases and affected parcels so the corridor reads at a glance for a council briefing.
- 3. Share
Publish a public share link to the project map for residents.
- 4. Export
Export an HD PDF exhibit and a GeoJSON of the corridor (Personal and up) for the agenda packet and the record.
What you can do
Review a permit against every layer at once
Drop the parcel, zoning district, FEMA NFHL flood zone, and recorded easements under an application so a permit tech can confirm setbacks, use, and overlay in one view. Property data fills in ownership, lot dimensions, and valuation so the file is complete before it leaves the counter.
Run inspections and 311 from the field
Build custom forms for building inspections, code complaints, and 311 service requests that staff fill on a phone, offline if the basement has no signal, and submit on reconnect. Geotagged photos pin the violation or the pothole to the exact coordinate, so the case file is a map you click, not a folder of loose images.
Answer the council's question with a query
Use Smart Query to pull every parcel in a district, over a lot-area threshold, or inside a FEMA flood zone, and read the count off the result. A council member's question gets a number and a map the same afternoon, not a records request.
Publish the map the public can actually open
Send a share link to the zoning map, a capital project corridor, or a flood overlay that any resident opens in a browser with no account and no install, and on Team the link can also be opened offline. The public sees the current layer, not a flattened PDF that went stale the day it was posted.
The capabilities Government teams lean on
Parcels, zoning & TIGER
Parcels, zoning, FEMA flood, and Census TIGER load straight onto the map so every department reviews against the same authoritative layers.
Inspections & 311 forms
Custom forms and geotagged photos turn inspections, code complaints, and 311 requests into mapped case files captured on any phone, online or off.
Public share links
Share links let residents open the current zoning or project map in a browser with no account, and every department reads the same live layers.
Procurement-ready access
SSO, enforced MFA, and custom retention on Enterprise meet the access and records controls a city or county procurement team requires.
In practice
A setback permit cleared at the Boulder counter
A permit technician in Boulder, Colorado, takes a rear-addition setback application. A Property data lookup returns the owner and lot dimensions, and with the zoning district and the recorded utility easement under the parcel, the addition visibly clips the easement strip. A view-only link puts planning and public works on the same parcel, so the conflict is resolved on one map before the application moves to review.
What changes
- A zoning or permit question is answered at the counter instead of bouncing across three departments
- Inspections, code cases, and 311 requests become mapped, photo-pinned case files captured in the field
- Inspection and code-case submissions carry who logged them, where, and when
- Residents open the current zoning or project map with no login, never a stale PDF
- SSO, enforced MFA, and custom retention satisfy procurement and public-records requirements
Government, answered
Yes. A share link lets any resident open a zoning map, a capital project corridor, or a flood overlay in a browser with no login and no install, and on Team it can be opened offline, so public transparency does not depend on a flattened PDF that goes stale the day it is posted.
